"It's the worst Zeal item for Jhin.
RFC is better for utility (Range), Shiv is better for waveclear and general damage and Phantom Dancer is better for raw stats/survivability.
Hurricane is good on champions that have on hit abilities and those who attack a lot. Ashe, Caitlyn, Kalista"
