There are a few dated sections such as the tl;dr, that still references some season 1 masteries (Quickness). Might consider reconstructing a few things for the dodge removal as well. --reads on-- oh hey, "I'll update it soon."

mine's pushing 8 years now and can run highest at about 40 frames on 1440 x 900.
There might be some system optimization you could do that would help your issue.
