"Even when certain players are placed on the enemy team, that doesn't mean you always lane against them. In terms of balancing, there was no way you two could've been put together in Game 4. In any of the others it could've been a possibility."

I haven't played enough Varus to be sure yet, but since the latest patch I think most people max Q first. It was already a good option before the patch (though less reliable since it's a skillshot) and it became even better now that the damage went up and the E damage was nerfed. C"
