Rylai's slow is multiplicative. The Rylai slow applies after the spell's slow, I believe, so it would be 15% (since it is AoE) OF their current MS after the 35% spell slow, not additive. And even if it was additive...where the hell did you get 70% from? l0l

1. Clarity is a bad spell, stack Doran's and get blue buff, it is useless late game, put ignite or ghost in its place.
2. Your quints. CDR quints...big N O. You want, on a caster, Insight or Potency quints.
3. Your glyphs are good, but I would recommend flat "
