I think FM would still be better on Nasus, as then, as you said, you would have Wither as well as 2 other AoE 15% slows vs. Wither and 1 on hit melee slow + normal melee slow of both 40%.

"If you get pushed hard, push hard back till the minions are in the middle again.
Also, if you are melee and they are ranged, last hit from a safe distance, sometimes you may not be able to without losing a lot of HP to them.
If it isn't safe don't do it, play it safe."
