I see Vayne as, basically, a ranged poppy. Assassins, good at taking out single targets quickly, builds similarly, E is a knockback and terrain stun, both have a way to speed boos"

Exactly this. I am basically gonna buy them sparingly (if I do) as a sort of Doran's item, buy it at the beginning for a drastic effect, but sell @ endgame since it is basically useless."

Not necessarily, you can be good but be lower ELO than people the same skill level as you. It also depends on teammates and other factors in the game."
