"I support buying RP since that keeps the servers up and running. Morgana is 3150 RP, I suggest buying her with RP, Viktor for 975 RP is fine investment if you don't play a ton. I usually buy champions with RP when they're on 50% off sale with RP from Tournaments or just out of my pocket."
