It has a flat part to it (25 MP5 iirc) but still scales from mana, just a little less than before.
It's a combination of flat and mana now, rather than mana."

His sustain is a bit bad, but honestly it's not worse than Amumu. He's better if he jungles later on due to the fact that he can't be harassed and is shut down easy in lane."
