"Not sure if that's present on NA server as well but there is an actual warning in EU servers that there are a lot of lagg reports and they are looking into it. So much about server splitting ---> no lag."

"Ah those 4% CD Reduction barely noticeable. I take Glyphs CD Reduction per level and 6% CD reduction in Utility and that's 15% CDR. With 1-2 support items(depends what you buy) you are already at capped 40% CD Reduction.
