Even when I had literally the best internet I could get in this state (which I never had any issues with) the lowest ping I ever had was 90 and I live much closer to the west coast than I do to the east coast.[/quote]

Even when I had the best internet you could get out here my ping was close to that high. Imagine living closer to the servers than to the other side of the country and still having 90-130 ping despite having the best internet you can get, yet getting a steady 140 ping on EUW at the same time. I have much worse internet now, so my ping regularly sits in the 200-400 range when it's being particularly ornery and I still managed to climb a division and am working on climbing another. I'm sure the average player in lower elo has shittier ping, but it's still a crappy excuse overall.[/quote]

Weird. I rarely have issues that are serer related. Ever since my room mate was kicked out, I very rarely lag. But soon I will experience steady 20 ping. Yiss..[/quote]
