I was able to do dragon on lvl 3 with 2 pots and Stalker's Blade. Blue->red->home->rocks->dragon.
I had like 70-150 hp. But it was possible. Blue buff ended before i start doin' drago.
Only diffrence i had 9x dmg red, 9x armor, 9x magic r, 3x attack speed Q.
I main Poppy for quite some time and I tried all the options. It is more rewarding to go red-blue-gromp with smite. The gromp poison does nearly the red buff dmg and blue: lowers your CD, solves mana problems. This results in better clearspeed and dragon damage. You don't have to use any potions, but I usually use two or three after dragon when I am low on health.
Ran the 9x atk dmg reds, 9x armor yellows, 3x atk dmg quints, but only had 3 atk speed blues (due to a lack of leftover ip) and 6x magic resist blues. Though seeing as the dragon does magic damage, those could have helped a bit.
So poppy can indeed solo drag at lvl 3 (i got to it at about 3:40 ish) Her passive works wonderfully with the dragon damage.
