Ha, I actually haven't jungled with Cho in a while.
Use the sustained route - don't start at Golem or Lizard. The way I do it:
Start at Wolves, level up E first. Kill wolves, smite blue wraith, kill wraiths, kill small golems, leveling Q after wraiths and spamming it on cooldown. Recall.
Buy stuff, go to blue buff, kill it, kill wolves/wraiths/small golems again. Kill Lizard, and clear wolves/wraiths/small golems yet again after.
I did this with MPen marks and flat health quints - seals/glyphs weren't relevant. I forget what masteries - I think either 1/16/13 or 1/19/10. Ghost/Smite.
You can really start with almost anything you want - boots 3 health pot, long sword, ruby crystal, doran's shield, cloth armor, sapphire crystal. I started with an Amplifying Tome because I'm ballsy and it actually manages to slightly speed up your jungle.
Test that out and tell me how it goes.

I don't think Cho needs to recall. I think he's one of the good junglers. He can take most jungle paths.
You should get 0/21/9 in masteries and start with
Cloth Armor+5HP pots.
Runes should be armor pen marks, dodge seals, CDR or MR/lvl glyphs and HP or AP quints.
That should be the most effective way to jungle with Cho. Well, at least the easiest.

The route I posted gets you pretty low after double golems, so you have to recall - still, it's the fastest way to reliably get to level 6 and is quite safe and offers a lot of versatility in what you start with.
Cho is somewhat of a lackluster ganker until he gets his ultimate anyway.

Oh.. You don't have dodge seals? They make a huge difference in health.
Get someone to hit golem when you take it and you'll be able to clear the entire jungle and come out with above half health at the end. Well, I haven't tried, but I believe it will be something like that.

The moment a religious person unknowingly calls his own ways stupid: "And lol. I highly doubt you have magic powers. If you proved it I would believe you, but since you 'refuse to', I choose not to."
Just tried it. You get to about half HP without someone "firsthitting" the golem, so I'm pretty sure you'll have no trouble ganking after that if you get someone to hit golem for you.
