this is a bug that i discovered before season 1 and they still haven't fixed it... to kill dragon at lv 1 you get heroic charge and you use it on dragon. Dragon then is locked in perma stun and his attacks won't do damage.

If you don't beleave me then try it in a practis game. in real games its worth the 1:45 to get dragon for the team so early on, just make sure that the solo lane has a good champ.
