Hey in regard's to that Ashes Passive states "Basic attacks always critically strike targets slowed by Frost Shot for additional damage, but Ashe cannot crit normally. This bonus damage is increased by Critical Strike items."

Overall, I think IE is still good to rush along with a PD or Shiv because it doubles your passive bonus which is really good. It its at 193% if you have 55% crit chance (ie and pd alone)!
