PSU durability is a tossup, Thermaltake doesn't make the best PSU's but the Corsair in the old build isn't a high end PSU either.
Sound levels should be better with the Sapphire card. Sapphire makes great coolers and the R9 280 is no exception. If necessary you can even turn down the fan speed a little bit because it runs pretty cool anyway. Video card durability should be no issue no matter what card you choose.
RAM durability is pretty much irrelevant (never heard of RAM sticks die before any other components) and so are noise levels of course: it's just a larger heatsink. ;-)

Fan size only means so much. A good 120mm fan will outperform a decent 140mm. Besides, quality PSU's will run pretty much dead silent anyway so fan size shouldn't really be a selling point.
If you ask me, I'd take a reputable and well reviewed 120mm 80+ bronze PSU like the Cooler Master GM series over that Thermaltake PSU all day.

Completely depends on what you consider a "need to replace parts". This isn't a high end gaming rig, even though it will run games at high settings pretty decently you will have to tune down settings within a couple of years time.
If you go by "how long will I be able to run games decently" it will last you 3-5 years. If you go by "how long will I be able to run games at high settings" it'll be more like 2-3 years.
Of course this is 100% speculation. We don't know how much games will develop in the next couple of years.

I had a look at a Jonnyguru review of the 850W unit and he seemed very positive. Consider my previous comments on this void :^) Truth be told, 750W is even overkill for crossfire 280's but if this rebate lasts it's a good buy.
In general to any builder out here, never go for the cheapest option. This unit was so cheap because of a rebate, but in general cheap PSU's can fry and take the rest of your system with it. Don't take that risk ^^
Does anyone have experience with PowerColor gpus? I've thought about purchasing one or two in the past but I got scared away by the reports of artifacting and coil wind. I'm sure it's a limited number of cases but nonetheless there were usually more reports of these things than on other brands

The RAM. Avoid those kinds of huge heatsinks. Stuff like this and that are more in line of what kind of heatsink should be used for RAM. There is a reason fans aren't used for RAM. They just don't produce a lot of heat.
The graphics card. I would avoid Gigabyte. Their triple fan coolers have a history of being loud for their cooling performance. They may have 3 fans, but they haven't stabilized them as well as other coolers.

The PSU. You should probably go for an 80+Gold power-supply. They cost about as much.

I wasn't too sure on the RAM at all. I didn't even notice the fans and like you said, RAM shouldn't have fans at all. I think I'll switch to that sapphire video card you linked, it looks pretty solid and the price is good too.
Oh I know of he will always talk bad about amd but I've chosen to ignore it. Like I was saying though, my friend linked me builds from r/pcmasterrace and they talked about how amd video cards have become good for budget gaming builds.
