Keep in mind that this system was created back when top rated guides were still "stuck" at the top, before changes to the voting system were made. You're correct, Vengenator, highlighting underrated guides is exactly what the system was made for. Without wanting to sound old, things were simply different back then, however.
The numbers are completely irrelevant in this case because we'd need well over 100 active community members, right now, to get them to a reasonable level.
The scouted guides is a bit worrying though I mean TWO points? That's a pretty high standard you're setting if two people only agree a guide is excellent for 1 in 6 champions.

Maybe a voting system for scouts might work? Like if there's a guide scout A likes, scout A can initiate a +scout vote, in which case other scouts get notified and are able to vote on the guide within a realistic time frame.
Also, the interface for scouted guides probably needs fixing before the general MF populace gives a **** about it, because I'm pretty sure most don't even know what it means / care enough about it.
