I understand why annie would generally be better. Although there is still mid lane brand.

Twisted Fate? Safer CC, similar damage and more benefits with less setup. Also, Xerath, no setup needed, very similar skills with less room to fail because of bad programming (demn Brand ult) and more range.

Still not seeing the reason why you should pick Brand over Annie.

They do different things. Annie in competitive play is hard engage with some decent burst damage, while Brand is a higher damage support who basically plays like a harass mage with how much damage his harass does. A Brand with Rylai's and Liandry's can take off approximately 50% of a carry's HP with Pillar of Flame and passive (assuming they start at full HP for max Liandry's damage).
