I believe that Jarvan can be played very effectively mid lane as he can be played as an assassin with a lot of burst damage. For support, he can be played effectively because he has quite a bit of cc, peel, armor shred, and he can increase your adc's auto attack speed with his E. But overall, he is outclassed by many other supports and I wouldn't generally recommend playing him as a support.
