you can have a link to your guide in your signature, and that's perfectly fine. If you go to the Artists Corner section of the site you can ask someone to make a sig that links back to your guide and it will show up in all of your forum posts.
The reason why you can't make threads to advertise your guides specifically, is because then you would never be able to find anything. Just because every single person would be spamming new threads trying to get people to look at their guides.
