Yeah, I've been thinking about updating this for a while. Unfortunately, there is a LOT I need to change. This meta has too short of games for the Seraph's Embrace-based build to suffice. I now build Luden's Echo as a first item and just get as much AP as soon as possible to deal with the short games. The problem then is that there is SO much I have to update that it'll be a large project that'll take some time, which I don't currently have much of right now in life. I'll update it eventually haha :D

Yep. Just another reason you never see him in high elo or pro play. The threat levels according to my guide are based almost solely on the laning phase, since after that Veigar becomes stronger AND he has more support from his team other than maybe his jungler. Also keep in mind that these threat levels are based simply on how I personally see them. If you look at other Veigar guides, you'll find varying threat levels for different champions.

Oh and thanks for letting me know about the video. However, it seems to be working fine for me on this end. I'll see if re-uploading it to YouTube or something might help. It's interesting you bring that up. When I was considering what champions to put in my Vs. Match-ups, I thought carefully about who is a mid laner and who is a support. That said, you'll note that I have Karma listed as a match-up, because she flexes pretty commonly between support and mid. Morgana however is very rarely seen in the mid lane. Furthermore, I can't remember the last time I played against a Morgana as Veigar, making anything I have to say about her conjecture at best.

Still, that doesn't mean she doesn't belong here. If I ever put her in the guide here's what I would say: She's a huge Veigar counter. Threat level 9, easy. Morgana in the mid lane usually builds less like a support and more like an AP mage, making her QW combo deal obscene amounts of damage. Build Mercury's Treads instead of Sorcerer's Shoes. And Jesus, her E makes your E literally worthless. Try to bait it out before landing a stun on her. Stay behind your minions to make sure she can't land her QW combo on you, stay safe, and ask for help from your jungler.

You could totally max your E second. Whenever Veigar is (rarely) picked in pro play that seems to be what they tend to do. But in solo queue I simply don't trust my teammates to carry me ALL the way to the point when W deals enough to damage to kill someone if I max my E second. Besides, the more I practice landing my W as follow up to E specifically, the more I wish my W did more damage, because as long as the stun duration is on your E max rank, you W's damage at max rank PLUS its AP scaling means you get to the point of killing someone from full health MUCH sooner. Additionally, landing your W is easiest as follow-up to your E, right? Well, your E's 1.25 second stun (rank 1) is really plenty of time for your W to hit them, especially when you consider you W is AoE; even if the stun duration runs out before W hits them then they still have to deal with the fact that they may not be able to get out of the way soon enough. In terms of why I personally max W second I could go on and on (just like talking about Veigar in general) but I'll leave it there. Shoot another comment or a PM if you wanna know more about why I do this.

most people max their stuns last. This goes for champs across the board. People go w second to increase dmg output. You could think about going e second if you were a support but because veigar is there as a glass cannon, you def want to max q, then w, then e.

Yes. You'll want to have completed at LEAST your Seraph's Embrace (to guarantee you're getting the most out of the Mask's mana), your Rabadon's, and your Morello/Void Staff in order to ensure you get the most out of the 10% bonus magic damage. If you get the Mask too early then all it does is delay the aforementioned items' power spikes without adding all that much to your item build until after you get the other items.
