Keep an eye on the enemy team composition and items to decide whether to build to solo-kill people with burst damage or provide more utility for your team to take them down. Pick up Void Staff once you start to see magic resist items on 2 or 3 enemies. Hope you guys like the update.
Okay onto Rylai's. The buff in 8.4 certainly helps, but I actually had this item in the cheatsheet before that. Liandry's Torment was also changed and the burn is quite a bit stronger now that it's based off % max HP instead of current HP. Comboing these two items means you can burn enemies for 2% of their max HP per second.
These changes aside, the main reason I shifted my build focus on Elise slightly away from burst towards this Rylai's+Liandry's combo is because I feel she simply falls off too quickly compared to other junglers in terms of pure damage and kill potential. Rylai's+Liandry's scales better because it offers a mix of utility (you can constantly slow people) and scaling damage (%hp damage is good throughout the game).
You can still have a really strong early game and get solo kills, but once teams start grouping, I feel this build is the most effective at contributing reliably in team fights. Without Liandry's, you're much more reliant on just your stun from Cocoon and pure damage output. With Liandry's, you become a more reliable source of damage and poke regardless of your total AP.
You could probably still build Sorcerer's Shoes, Hextech Rocketbelt and an Oblivion Orb and try to carry by bursting people, but in my experience it doesn't feel as reliable.
I'll still be playtesting the 8.4 changes (and future changes) and you'll probably see a few things change to my guides in the future, especially my Elise and Evelynn guides. For now, this is what I feel works best. Hope that helps.
do you think Guinsoo's Rageblade and Nashor's Tooth are good snow ball items? most of he items you mentioned are game recommended and kinda tanky items. or you think buying those is a good way to throw the game. the attack speed is very good on spider form.

If you want Rylai's Crystal Scepter, I'd skip Hextech Rocketbelt and just rush Liandry's Torment and Rylai's.
I definitely did underestimate the item overall though. It's pretty nice if you don't desperately need Void Staff, Zhonya's Hourglass or Banshee's Veil.
