Cloth Armor+5pots on sivir (or any good laner) and Urgot will have trouble taking you out. It may not be easy, but atleast you're on an equal level with those items.Irelia is much harder to counter ;(

Best advice: Do not 1v1 her late game. Other than that, Stun her in a team fight and she dies, even if she has CC reduction, she has no real escape mechanism. And for her laning dominace, up against most ranged characters, or anyone with a REAL stun, she can't do much.
As for her being OP, I've never seen her completely destroy a team, or singlehandedly carry to victory. From what I've seen, she needs a good team composition with her for her to shine, but with a good one on the other side, she can get shut down easily. She's only OP if the other team isn't as good, which is pretty much like every champion in the game. Feed any champion and they will seem OP to you :D

Take a look at kassadin, he is spammed to be op but hes not, he is just harder to counter just like irelia.
You pretty much need to gank her to stop her from farming like crazy. You can pretty much not shut her down in 1v1. Urgot may have a chance, but that's the only one I can think of.
Kassadin is pretty easy to shut down. Buy a null magic mantle on someone who's good at harassing and isn't squishy as **** and you'll beat Kassadin easily.
