Chilling smite is better on not so dps champs also the slows can help you properly land your stuns from your Q. With my guide I went with a full on, on-hit build. So the 4% max health damage from bloodrazor and 8% of current health from blade of the ruined king, with the boost from rageblade stacks. Then you could have either chosen to go AP with lichbane or AD with trinity force. The boots are usually situational. If you are not focusing on a crit build then you could try rageblade and blade of the ruined king. I don't think there's anything wrong with runic echoes, I just went bloodrazor because I like seeing things get hit fast, but you might want to considering getting magic penetration because the damage options on bard are limited to his passive and cosmic binding.
