Perhaps add a few 'Full Build Examples' and choose the one that you prefer most as the 'Core Items' to showcase for your guide.

First, Morgana definitely has counters. Karma, Brand, and other hard-hitting supports can punch through the spellshield, making it easy to CC you or the ADC for a kill. Not only that, but tank supports can face check the bind, peeling you off their ADC quite easily. AD supports (even though only a couple exist), such as Pyke (I agree with your ban completely) can simply ignore your shield.
Second, I'd like some more explanation for your rune choices. Personally, I take Transcendence over Celerity for the CDR and bonus AP for building over 45% (with Cosmic Insight). Same goes for the items. Why Mobility Boots? Do others work? When should I use optional items? etc.
Finally, your core build is your entire six items. A core of a build should be maybe the first 3 items, including boots, that are absolutely essential to every game. The "optional" portion should include different build paths, such as full AP and full support. There are so many viable items to build on Morgana, and so few of them are listed here.
That's my two cents, take it or leave it. I liked the section about when to take Exhaust vs. Ignite. I'll be holding you to your promise to keep updating. Keep up the good work!

You could also argue that burst damage mages like
Tank supports should not be able to close gap against morgana. Morgana's all about keeping a safe distance while being able to dmg / cc the enemy. Even if they do gap close, you can barrier + ULT to disengage the fight or to go for the kill.
Celerity is better for early game, strictly laning phase. While transcendence is good for late, most games nowadays get decided before 30min sadly. (ppl's mentality snaps, or scaled too badly for a good team fight)
Mobi is possibly the only option for morg. As a support, you need to roam the map the most. Vision war, ganks (trust me on this, support ganking with mobis is scarier than most jg ganks) , or even just to back up your jungler fast for scuttle fights (mid plat + lots of fights for scuttle). Same applies to thresh, blitz, pyke. There are peoople who choose different boots on them, but realistically best choice would be mobis.
(once in a while.. maybe JUST maybe, I do go tabi if enemy is full ad. tabi/zhonyas rush)
Honestly, didn't need more items than those listed. Sure, you could go different items on her, same as any other champs, but that build particularly works for almost every scenario for me. You are beefy enough to take dmg before zhonyas, you do dmg, you have mana available, and movement speed (to chase down enemies, or disengage).
