My thoughts are that Taric wil probably be more desperate for mana now that Presence of Mind no longer increases your max mana. I am thinking that he might need to go manaflow band to get enough, but his E is the only ability which would proc it. So perhaps Biscuit will become a standard for Taric in the future instead.
I also feel that it is a nessecity for him to build at least two of Frozen Heart, Everfrost, and Zeke's Convergence in order to have enough mana. The first two are quite expensive however and are lacking in HP+MR and Armour+MR respectively, so I would probably build Zeke's Convergence first item as it has a bit of everything (except MR) while still being relatively cheap.
The next question is which Mythical item Taric should build. It seems like the choice is between Turbo Chemtank, Everforst, Shurelya's Battlesong, and Locket of the Iron Solari. None of them screams that they are perfect for Taric. Turbo Chemtank would give him the tankiness and the engage he would need, but at the cost of a weak Mythical ability and no mana increase. Everforst gives Taric some engage for already close enemies, as well as a lot of mana, it has a decent mythical ability, but it lacks tankiness and is very pricy. Shurelya brings a great engage, a small degree of tankiness, and a great passive of 2.5% movement speed per legendary item. it's problems are that it lacks MR, Armour, and mana though it has a little bit of mana regen. And finally is Locket of the Iron Solari, which I believe would be very situational. It gives you a lot of tankiness for both you and your allie through the active, but it lacks mana but more severely both it's passives are extremely weak. A mere 2 mr+armour per legendary item. It could be that you want to build it if Taric ends up building mostly AP or healing items so that he lacks armour and MR from other items.
And at the end there is the question of what he should do with his other items. For this point I don't have any opinions.
As it stands, no matter which direction Taric goes, the lack of mana availability will force him into a more conservative playstyle. You can't spam spells with him the same as before since Presence of Mind's mana is gone several mana items got removed including Catalyst. Hoping some changes come through to either Taric or tank items which help with this.
The other Mythics you mentioned--Turbo Chemtank, Everfrost, and Shurelya's Battlesong--all look viable as well, depending on your playstyle. You'll have to mind their cost and see if it's worth it to go for the first two, though.
As for runes, POM/tenacity could still work due to its mana refund. Another option is Biscuits + Magical Footwear, Cosmic Insight, or Approach Velocity in the Inspiration tree. Notably, Biscuits will increase your base mana, which alleviates the loss brought by the removal of POM's bonus base mana.
