Also me personally I'd recommend taking Triumph and Legend: Tenacity or Ghost Poro And Ultimate Hunter for the second rune page. I find a lot more success with that instead of sorcery. Oh and if you want to stay sorcery you can go transcendence and Gathering Storm.

Yeah nibus cloak only procs with summoner spells not ultimate. I was quite confused myself when I read this, I found like a few uses for it such as when you want to flash W in and then R or like igniting while using R so you get the movement speed immediately something like that. It doesn't bring the utility that the old nibus cloak does I feel like but it's still useful, you have to jump through a few more hoops than before by burning a summoner spell but that's not an issue.
