Build

I'm a big fan of the Presence of Mind page and I think it could have a place as a secondary rune page in your cheatsheet. You don't have a ton of options in the guide, so fitting in one alternative rune page in the cheatsheet seems easy enough.
You strike a nice balance of comprehensiveness and conciseness when it comes to your suggested items. Very clean cheatsheet. :)
Do you not run out of mana without PoM or Tear? I haven't played too much Taric, but he's a bit of a mana hog and I'm surprised Glacial Shroud is enough mana on its own.

Presentation

Don't really know what to say here other than basically every section is super good. You have a strong grasp of how to break up topics and use colors and subheaders to make any part of the guide feel easily readable no matter how long it is.
Small touches like the matching colored icons for Pros/Cons, the colored border around your rune page screenshot, and custom graphics for subheaders and summoner icons make the guide feel really unique, and a step above just "functional".
The "Secondary Paths" and "Rune Shards" subheaders are shockingly bland. They almost seem like placeholders. In most other guides I'd say they work fine, but in your guide everything else looks so much better that I really think you should replace them with something more visually appealing, so they don't stand out for the wrong reasons.
"Standard Setup," "Vs. Mixed Damage," "Magic Begone!" and "Don't Worry, We Scale" are less of an issue but could maybe use something to make them a little more interesting. Maybe just finding a nice color for them would be enough.
Your matchups chapter has decent formatting, but it's a bit basic compared to other parts of your guides. If you're looking for an area to work on, this has a lot of potential for improvement beyond "functional" to "functional and stylish" ;)
The Full Gameplay video under your Gameplay chapter could be moved from here to the top of your guide. You can embed the video at the top where your stream is, and it'll show there whenever your stream is offline.
This chapter would also greatly benefit from images or gifs that demonstrate some of the gameplay stuff you're talking about. You do have some YouTube videos in spoilers, but they don't work as well as stuff like the gifs in your Abilities section or the Warding images you have in the following chapter.
Team Fights is another chapter that would greatly benefit from some gif examples. Again, you have some YouTube videos here but a lot of people won't click them.

Content

Adaptive Helm's description could use a mention for damage-over-time mages like Teemo and Brand, who are also hard-countered by the item. Liandry's Torment is another effect to watch out for, since it's much less effective against Adaptive.
Very nice Abilities section. I like the gameplay gifs that show the abilities in action. I'd love to see more of those if possible. The Ability Rotation gif is very helpful as well.
For what it's worth, E>Q>W seems more popular at the moment. I think Presence of Mind's buff to your mana pool helps you gain enough mana to spam Q more liberally. Maybe try that skill order & rune combination if you haven't yet.
Broken video under the Video Demonstrations spoiler in your Ultimate Usage chapter.
The tables in your "Examples: Abilities You Can Counter" spoiler are super cool and seems like useful information. It's kind of shame to hide that content in a spoiler in my opinion. Same with some of the later spoilers. I get the urge to hide YT videos since they can look a little tacky in a guide but I feel like these tables aren't big enough to require them to be hidden by default.
I say it basically every time I talk about this guide, but the synergies section is really great and I love the Jhin poem.

I've praised your guide on enough occasions that my stamp of approval should be a given. Still, every guide can always be improved so I hope I was able to give you some ideas of stuff you could do to make the guide even better.

Build:
1. I could definitely fit in POM as a separate page on the sheet. It's becoming a more popular playstyle recently as well.
3. I often don't run out of mana with just or a on me. In part is because of only putting 2 points in Q for most of the game, but I'm also fairly conservative with my spell casts. I don't speak for others, though, so I can see myself adding other mana options to the build.

Presentation
3/4. I can see the lower parts of the runes section being more graphically appealing. I agree that more custom graphics and subheadings would make it look more cohesive with and less basic compared to other parts of the guide.
5. There's definitely a lot to work with in the matchups chapter. If there's any chapter in the guide I could see myself overhauling and making more stylish, it would be that one.
6. Interesting! That is good to know.
7. I can see more videos/gifs working here. It's easy for readers to avoid the spoiler or not click on videos.
8. Same as above.
