I can respect that you prioritize damage, what with building Banshee's over Abyssal or Zhonya's over Thornmail, but it feels remiss to not list Dead Man's Plate in situational items. It gives Singed movespeed, and we both know that he can never get too much of that- not to mention the slow added to a sky auto can be the final nail in the coffin of whoever you fling,
I see that you list Teemo as a pretty large threat to Singed. I'd guess this is because you build RoA first- If you proxy until 6 and go Rylai's/Liandry's first you flat out outdamage Teemo. I can respect RoA even though I don't build it myself, but maybe you should considering opting out of it when you get stuck vs a Teemo.
The proc of Deadman's is not really needed because you should have already your rylai and if u are fast enought you can put your W under them when you fling them.
RoA is a compansation for the lack of sustain of Conqueror and ravenous hunter. I found myself getting hurt really badly by minion waves with the Spellbook runepage.
Roa is just cheap and effective, paired with rylai both costs only 5200 gold and paired together makes you really beefy compared to the standard Rylai+Liandries (ofc i build liandries after) and being tankier makes you deal more dmg especially when enemies are ahead comapred to your bot/midlane.
I prioritize DMG over tank stats if i want to solo carry games so that's why i build zhonya's and banshees.
After the first 3 core items you can decide to build more AP or just go tank.
I found myself tho that even while building tank i fell really weak in a sense that i do not fell tanky at all. So i go for a more "do as much dmg as i can before dying" and zhonya can stall ur poison even longer (Zhonya is OP!!).
Into AD matchup people like to go bramble vest rush and tabis.
I like more the Tabi+seeker's combo since gives you AP and more armor (CONQ heal off post mitigation DMG). If i really need bramble ofc i buy it but i do not prioritaze it over seeker's. SInce a lot of AD matchup are losing matchups i like being tankier with seeker's and farm up then trying to fight them (bramble is just not cost effective if you play passive).
That's just personal preference but the standard build works perfectly fine.
