When vs. a Lucian you have to keep in mind that he's going to have prio over you levels 1-3, if you're running something like a Kog'Maw Lulu though you may be able to take advantage of the fact that you outrange him and if he dashes in and doesn't kill you, you should be able to punish and kill him. I'd say it's an even match-up. You also hard outscale him later on so don't worry if you have to give a few minions to stay safe.
