This bottom lane tier list describes an approximate state of bottom lane champions in solo-queue across skilled ranks. The order champions appear within tiers is sorted in alphabetical order.

I think at the moment what crucially separates the two marksmen is strength is how they utilize Galeforce, an overpowered marksman mythic. Ashe can use the movement speed stat better, but the burst damage dash is the overpowered component to Galeforce in my opinion which is better utilized by Jhin. Kai'Sa is in the S Tier for a similar reason, although she is also great with Kraken Slayer.

Well, I'll check this new meta, because afaik full lethality Jhin vs Miss Fortune is always a stalemate.
I play Xayah on occasion and I love Navori Quickblades on her. I have a post highlighting Navori Quickblades on Xayah as well. The reason I put her in D Tier is:
1. Navori Quickblades is very late game. I'm sure you know why, but I will explain anyway. The higher your critical strike is, the more efficient Navori Quickblades becomes. She hits her power spike later than most marksmen. Xayah has also been historically nerfed and her early game agency is poor. The game can be over entirely before Xayah gets the opportunity to hit her power spike.
2. While this may seem a bit illogical, this tier list considers player margin-of-error. For example, if players piloted Kalista like master players, Kalista would be in the A or S Tier. Xayah's particular predicament is itemization. A lot of players are not aware of Xayah's Navori Quickblade synergy. In addition, many players are likely experiencing a learning curve to adjust Galeforce into Xayah's build. In my opinion, Galeforce is a very underutilized item to allow Xayah playmaking during the early game.
To illustrate these two itemization inefficiencies, if you pull up a stats website that tracks items, generally speaking, Galeforce and Navori Quickblades are incorporated into Xayah's build more often and more successfully the higher rank you go.
For these two reasons, I have Xayah in the D Tier. If this were a high elo tier list, maybe Xayah would deserve B Tier instead. However, I still do feel Navori Quickblades comes online too late for Xayah to perform consistently. If you are a Xayah player, I encourage you to continue playing her. I do believe you need to exert more skill to perform well compared to other marksmen, but she also has a high skill ceiling. She has a lot of potential and she's fun too.
I don't know how to incorporate team compositions into a tier list. It'd probably be better in guides or blog posts.

She is very successful with
A lot of high elo players are abusing Miss Fortune's new build. She becomes less ability reliant than marksman casters such as Jhin. I think this is what sepatates the two in damage and functionality. Jhin must wait on his cooldowns and take short burst trades while Miss Fortune can take both burst trades and extended trades. Miss Fortune's burst trade also has higher damage with Press the Attack and can be performed quicker with attack speed.
I'd say traditional lethality Miss Fortune would fall somewhere in C Tier. I hope this explanation was useful.
