Rell benefits from armour, ability power, Ability haste, health. Inspiration runes suck as hell for her. Second wind Zombie ward, Relentless Hunter, is what she needs. Knight's Vow is not an optional item, you need it as second or third item. Only exception to not get this item is when you play against range enemies, and you have trouble to get them like Zeri or Jinx. But for that, enemies better tank engage option is Maokai.

I don't think shes in the greatest spot in general but I would assume she is easier to play in lower elo. In the end play what you like and make it good rather then play whats good. I played Neeko support to Grandmaster even tho its not the best! Cheers
