I struggled a lot against a very good zed player a few matches ago , how do I deal with assassins like zed , talon and fizz as Ziggs? Do I still run scaling runes Vs this champions?

Vs ad champs you can get Steelcaps instead of Sorcerer's also early Seeker's will help a lot vs ad champs, against Fizz Zhonya is best item since if he hits you with R, ur dead no matter what so Zhonya is the best counter item against Fizz. Also vs assassins and above champs you can run Exhaust.

Wouldn't it be better buying void staff instead of zhonya's hourglass vs hard healing?

It can be Void Staff as last item instead of Zhonya's. I put Zhonya's but if enemey stack magic resist Void will be way better option, it's last item so it's optional up to enemy.

Why don't a lot of people run dark harvest on ziggs? It seems like you can have a lot of damage with it.

You got better things to take in Sorcery or Inspiration tree for Ziggs than on Domination tree.
However Dark Harvest is playable on Ziggs but as i said earlier there are better rune trees for Ziggs than DH.
