Hey, ult CDR is nice, but unless you R whenever it's off-cooldown, you don't benefit that much from it, so there are better choices for secondary runes out there. As far as Ignite is concerned, it's because in general you want to position as defensively as possible since your long range spells allow you to do that and still provide damage for your team. Ideally, you're never in range to use Ignite.
