god-ish tier
These are champs who perform at God Tier levels, but require more experience to properly play.
Sleeper tier
These champs are average or lower when played by a normal person, but someone with loads of experience on them will absolutely stomp you. In other words, these champs need to be used/practiced more.
Above average tier
Champs that are better than most. Some can be played with relative ease and some require more experience.
Average tier
The title says it all. Champs who don't do anything spectacular, but don't suck.
Coinflip tier
Doesn't matter the skill of the player. You either get fed and roll or you int your *** off.
meh tier
A good player can use these champs and have success, but other champs do their job better.
dog tier
FF right away.
Fiddlesticks being in coinflip doesn't mean he's bad. In fact, I love playing him myself in Aram. I put him in coinflip solely for the reason that if the enemy has a Maokai or a Rengar, you become pretty useless. However, if they are not in the match, it just becomes a matter of will the enemies bushcheck. He's a solid champ, just depends on the enemies.
Malphite I would put higher in hindsight, but I feel like that's solely for the AP damage he can put out. Otherwise, solid.
Both Diana and Kennen I agree with you. I'd probably move Diana up to God-ish because she requires some mechanical ability to really perform well and Kennen up to above average.
Neeko I might actually move down. Sure her ult is great, but the engage with it (mark into recast) has become so predictable in higher elos that you're better off playing a different champ. She's good, don't get me wrong, but I think for a champ that relies so heavily on summoners, there are better options.
I think the case for Shyvana being moved up is fair. Her burst damage is absurd at points in dragon form.
Sett also can be moved up depending on whether you build him bruiser or tank. I'd have to look at match histories and winrates to really give a good answer.
Blitzcrank seems solid where he is imo. Great kit, AP Blitz can dish out some damage as well.
