"true" elo just refers to an elo where you will usually go to regardless of having a streak of good games / bad games, you generally go to that elo when things are considered "normal"
like hotshot constantly goes to the top of the ladder on US, and regardless of where you put him after bad games, he'll get back up there
i had a massive streak of lucky games going from 1850's to about 2k, but now i'm dropping down cause the players at this elo are better than me
