OK, now make turrets AS scale with Heimer AS... seeing ****in towers with 150AD and 1.75 AS still annoys me. Even Yi doesnt have 1.75 AS on lvl 18... cmooon.. turret vs ungeared Yi = turret doing 3x more dps XD

I guess it will be quite like the red buff from lizard. On hit -> bonus damage, but over time damage will be reduced so the total damages are the same. This allows damages while hitting to be a little superior (you don't lose half your poison damage by hitting again after 1 sec). I don't think it means a stack (what would be really OP btw).
It could also be as said DEWO, flat damage without DoT.

its probably flat damage. i played mal once during freebie week and the range of his ulti really bothered me so this is nice.
ryzes cd made 2/4/6/8/10% instead of 1 second every spell cast... idk what to think of that. it seems to kinda balance itself out, except idk if you stacked full cdr on ryze before patch, did he still get the 1 sec redux from spell cast?
