The splash damage will apply a percentage of your dealt damage(which includes critical strikes), but on hit effects are NOT applied. That means that Tiamat and Executioners Calling does not stack.
"I saw [Twilight: Eclipse] in theaters with a girl I was dating at the time. I spent more time staring at my toes and wiggling them than I did watching this abomination. When Edward proposed to Blank Face, I finally looked up with a revelation.
I blurted out loud, in a dead silent theater full of teenage girls on opening night "Wait a minute, Edward has no blood flow. How does he get an erection?" I heard several men laughing, and had several girls turn and stare at me.
I did not get laid that night." - Berengier817

Not bagging the major breakthrew or anything, But the fact of the matter is , even if it does apply the excu calling as splash , the affects will probably only be 50 pct. So it would only do 16 damage , over 8 seconds, 2 damage per second is so microscopic, i dont even believe it would be a factor what so ever, the grievious wound could potentially have some affect on heros with heavy life regen, problem there being i dont think the tiamat would have much of an assist on getting that effect on them.

Pratice games can help. why don't you make this both itens against the bots to check by yourself?
I test many itens and no one stack the effect with tiamat. exept crits and armor pen.
i test frozen malet, madred's bloodrazor, and few others.
sorry for the bad english.
