cause triforce is stronger than lich bane on poppy
like, you're not going to get a lot of AP on poppy (you get like, what, 200 in your average game), so triforce will add about 120 damage compared to lich's 200, but you get more stat benefits and triforce has no CD.
lich bane is more of a "if you get really fed and you're stacking ap up the ***" item on poppy - in a conventional game, if you get AP on poppy you aren't going to get much.
additionally, poppy's early game damage basically comes from sheen / triforce, and her auto attacks are a lot stronger (since she does use auto attacks to basically do her damage)
