I don't get it, is this build supposed to be a counter-jungling?

Interesting idea, but a Jungler without a Wriggles isn't exactly so well sustained, or very fast at doing their job. You also mentioned going to a lane after your first gank - this is a terrible idea in my opinion, this completely ruins the purpose of your Smite and jungling set up.

The widespread of skills doesn't look too promising either to be completely honest, afaik, the skill priority should be R > Q > W > E.

As for the item build, I wouldn't recommend the HP5 item, and would recommend the more generic Armor + 5x pots, later building into a Wriggle's. As for after this, it just looks extremely expensive, considering Poppy's a bad farmer, she might not even reach her second Gunblade.
