Any Cho that can kill a Kog that easily,is feasting on a bad Kog. 
Bio-Arcane Barrage Combined with a Bloodrazor and some AS is enough to melt any Cho. Unlesss said Cho is intentionally stacking serious MR, in which case he leaves himself more open to the physical carries. I have literally melted 6k health off of a fed Cho in under 5 seconds. If my team can clear the carries no problem, I take it upon myself to take out the Cho during the sometimes confusing team battles before he even notices I'm there.

People tend to seriously undervalue magic pen as kog from what I've seen. If you're rocking sorc shoes malady some runes and a void staff you are a serious danger to any cho as long as he doesn't get the drop on you. The key thing if you find yourself in a 1v1 with cho is to avoid his rapture. With frozen mallet at max range cho will usually reconsider his engagement when he looks at his HP by the time he gets into feasting range :P
