They just closed alpha, and haven't begun on Beta yet. Hence why you can sign up for closed beta :)

Also signed, i hope it will be more widely active... not in very latenight hours and the ping will be less stressfull... lasthitting creeps with 200+ ping isnt fun... at all...

Yeah dude I had 330 ping it was dreadful. Still a very fun game though!

I don't imagine they are running with a production data center yet. Part of Alpha and Beta testing is determining what kind of infrastructure is actually required to support the game during regular usage. They're no beginners at running online games so I am sure any such things will get nailed down as the game progresses towards production :)
