They didn't buff turret damage to hell. They nerfed early turret damage, but made it scale better. You'll take more damage than you would before the nerf when you have about 80+ armor. Below that you'll take less damage than before.

No, the latest patch made it so turrets hit MUCH harder early game, and hit more each consecutive hit.

Towers always dealt more damage with each hit. Please prove me wrong if you can though. Link to patchnotes too please.
The most recent change they did was to make towers weaker when they have an allied champion nearby, but make them stronger when there aren't any nearby. So towerdiving just got a little easier.

Turrets:
Base turret attack speed increased to +30% from 20%.
Turret base armor and magic resist increased by 10.
Turrets no longer gain up to 25% attack speed and 25 armor and magic resist for having a nearby defending champion.
Turret to champion damage increased by 5%.
Lose attack speed, but still hits harder. increased base atk speed and more damage.

Even if they increased the damage by 5% that doesn't make up for the fact that they reduced the attack speed by 15% with a nearby champion.

If anything, it's more gank-based - roamers are constantly ganking, and junglers leave the jungle really early to gank all the time.
Yea, I can't figure out how they would have changed it to be less gank-based. Early ganks are really powerful. Well, ganks of any kind really.
