Unlike Janna, Soraka needs AP to be effective. Building 0 AP will make a useless soraka. Frozen heart only slows 20% of the base speed, which in carries is around 0.65. That means your frozen heart is slowing them by around 0.125
Also, starks is only good if you have 3+ AD team mates for the same reason. You also have no need for the speed boost yourself.
Like B-Wong said, you don't need that many wards. You should explain when and where to put your wards, including 9 in the purchase order won't help at all.

Early game do you even need that many wards? Unless your map awareness is terrible you shouldn't have to worry about early game ganks from junglers or anything of the like until mid-game. Wards are useful, yes but if you remember jungler timings then you should buy wards specifically when you know "oh hey, at around this time Warwick gets red and blue buff. He's probably going to look out for a gank and hit my lane because I'm overextended." From then on out, it's a good idea to buy wards.

Oh and forgot about the builds... Wtf is this tank like ****? Shes healer she needs a little bit of AP to heal effectively...

Man this feels so dry that I dont even wanna read it. Lean some HTML or read the help at least. Only text feels very sad and boring.

For real try to be a little more unprejudiced. You love Soraka, OK. Make us love her too. Dont just spam your opinion. If I dont like Soraka and just spam here " SHes bad, shes useless" and such you will just hate me, but if I state facts and real situations?
Remake your build and just make it breath. Format it in a way that when I look at it, it will make me read it. Put some colors and pictures or screenshots or something. Nobody likes text only.
