The essential equation is how confident are you with your lane partner (do you know them in real life) how good of a combo are they with poppy and do they have a strong early game.
I would always recommend 1 philo stone but I agree with snoozberry--if you're lane partner is very strong start boots and three pots.
TheDude420 I looked you up and you never play ranked. Please don't comment on this build--ranked play is much different than normal.
I go like this:
Boots +3xHP or 2xHP+1MP ->Phil stone ->sheen( sometimes sheen first then phil) ->boots upgrade -> phil stone -> Trinity force ->banshes or dancers or Frozen mallet because late game poppys really squishy :P

Thanks for replying! I did a few tests and I do like to grab the sheen before the second philo stone. It lets you last hit creeps at 2/3 health with DB and keeps lane pressure. Good suggestion.

Considering all of the highest rated builds are AD right now I think AD poppy is pretty damn viable. Trinity force and phantom dancer provide the sustained damage needed to take down any carry.
Double philosopher's stones is successful because in 5v5 and solo Q over about 1400 it's harder and harder to get early game kills.
I used to agree with you and I would rush boots and sheen when I was lower ranked. To prove my point, with that build i recently went 9/2/6 and ended with around 8000 gold earned in the match. In a match of equivalent length with double philo stones I went 6/6/6 and earned almost 11,000 gold by the end of the match.
The build works and works well...I might rethink your comment. Thank you for complimenting the build's layout.
