Base mana at 18: 1060.
5% extra means .05*1060 = 53.
So 4 mastery-points give you a total of 53 extra mana, and that's at 18.
Sadly enough, the same goes for perseverance. while good hands 'only' works if you actually die, the 3 points in perseverance give 4% extra health + mana regen. If I recall correctly this also uses your base amount, but I'm not sure about it (may want to check it on the forums) the maths still prove it's uselessness.
base hpreg at 18: 14 hp/5.
4% = 0.56 hp/5 extra.
your manareg at 18: 21 mp/5
4% = 0.84 mp/5 extra.
also: missing a third point in your ult.
In my experience, Brand doesn't need a lot of Ability Power to execute an enemy and you're really too squishy this way. Have you tried building a Catalyst instead of Tear of the Goddess and upgraded into either Banshee or RoA? If not, you shoudl totally give it a shot.
Also, why do you only put two points in Awareness? You don't want to go mid and end up with your opponent being higher level than you.....
I sadly can't give you either a tumbs up or down as I don't feel you deserve a downvote, but on the other hand I don't find this guide very helpful either...
