Low level junglers without proper runes should always start at one of the small camps. It's simply easier to jungle that way.

Fiddles should be using 9/0/21 and AP quints. After that you can get whatever the f you want in other runes.

Fiddlesticks can easily start at blue at low levels - at least he could before his change. I'm NOT sure if he still can, and I'm too lazy to test. :P

I'm pretty sure he can still. His heal on drain was only slightly nerfed, so it shouldn't be a huge difference.

No it didn't. Smaller range means Flash is a necessity. The Reap buff was nice although slightly un-needed.
