If you have AP ratios below 45% it's not because you need that 40 magic pen to deal any real damage...
Granted, you pay about the same for the MrP on the boots, but boots are not supposed to be cost efficient nor space efficient. They can't be compared to other items.

My basic point is: Getting straight AP is almost always the more secure choice. However there are situations, where HG outweighs AP by an extreme amount.
An example for this would be:
- If you have
+ a Fiddlesticks in your Team (Aura -10 Magic Resist passive)
+ Spell Pen Boots (-20)
+ Abyssal Scepter (-20)
+ Haunting Guise (-20).
+ Spell Pen Runes (- ~10)
Now you have to know something: Normal Spell Pen such as Boots or runes can't make an enemies Magic resist negative. However, Auras can - such as Fiddle Aura + Abyssal Scepter Aura. These can potentially make an enemy have -30 Magic resist, if you can bring down the enemies Magic Resist to 0 (zero) via Runes + Sorc boots + HG.
Sidenote: -30 Magic Resist means, that the enemy takes about 30% MORE damage, that's more than True damage

This basically means:
The more flat Magic Penetration you have, the more it's worth. This is generally true until the enemy decides to get over about 100 Magic Resist.
And here is the problem. When you reached the point, where you stacked Magic Penetration this high, the enemy probably already has something like a Banshees Veil + Merc Treads. Combining this with the 30+ Magic Resist every Champion has to begin with, you are facing enemy champions with about 100 Magic resist already.
Usually. But not always. And that's the point where you should get HG. If you don't, no worries: HG can easily be countered by one (!) additional Item that costs 400 Gold. So, straight AP is usually the better choice - unless you are playing against enemies that don't know about these mechanics.
My tip: Don't get HG unless you know exactly what you are doing. It's more often than not, inferior to straight AP + one health item.

No.. It reduces the damage the enemy MR reduces by 30 percent units. If the target has over 30MR that is.
