Not enough for Annie's AP scaling; otherwise every caster would get it.

Are there better items out there?
Hourglass is about equal to LB and so is Rylai (Rylai might be preferred in most matches tho). I don't see any of those items as superior because they're all useful.

Both Hourglass and Rylais give a lot more utility and survivability; Lich Bane is a bit on the expensive side and most mages have spell rotations so they don't get to make use of the LB Procs, which reduces the item efficiency; Abyssal Staff is great for MR + AP (and MR debuff) and Banshees Veil is great for MR + MP (and HP with a spell shield); both items come at a cheaper price and can be fully utilized by mages without disrupting the spell rotation.
Only the movement speed comes to be a factor now, and that's perhaps the ONLY reason I would get a Lich Bane (assuming I don't need LB procs) on a caster with slow basic attacks; it just helps you reposition against maybe gap closers such as Jarvan or Irelia, but it's often difficult to outrun (or stop) an Irelia though.

I hate it when people forget that Annie has cooldowns on her skills.
she can't just combo into another combo.
After Annie combos, shes 100% useless, but if you gave her a LB, it would effectively make her Q scale twice as well with AP.

Fights usually don't last more than one spell rotation (if they do you're probably losing the fight, LOL!)... maybe two if you're Brand who has like 4 second CD on QWE. You don't seem to understand the role of the AP carry; they can't carry lategame, they're just initial burst late game.
You mix consistency in with AP, you lose the burst, and then you're just doing a ****pier job than an AD carry, just go play Vayne or Corki or something.
It's fine though, just use whatever builds you find fun for this game. You don't have to try to win every game.

Seriously? Stop talking about "Oh you need Burst." Didn't I already explain that Lich Bane has THE SAME AMOUNT OF AP AS COMPARABLE ITEMS? The base stats on it are great if you don't need much more survivability. And honestly, fights do last longer than one rotation. Didn't I say LB is primarily for chasing and poking? Even when I've done my full combo there is usually still damage to be done.

THIS is the reason I think it's a viable optional item on Annie. If it weren't for that I wouldn't even consider the item.

Searz already said that the only reason you would get it would be for the MS, because the proc not procing is a waste of gold and the item is inefficient. Otherwise, you're better off buying more burst. I mean, you can say whatever you want, but challenge us to a match and show us you're better players, then you can start saying how these "innovative" builds are sometimes better than standard builds, okay? :)

Trust me I'm not shooting down your idea because it's "unique". I'm shooting down your idea because it simply isn't good compared to a pure AP build.
I'm a caster player, and I can tell you for one that Lich Bane is used on either tanky AP or APs with a fast attack animation; most casters will be running their full spell rotation and repositioning; they don't have time to use basic attacks. If you're using Lich Bane's MS to reposition... then you shouldn't be playing a caster because your positioning needs a lot of work.
