Why does Vladimir ever get Rylais? Spammable Q. In fact, they even nerfed Vladimir's Q to only slow 15% because it's so spammable. What about Swain? All of his skills are 15% slow, which is why he gets Rylais last, but he relies on kiting powers and his R constantly slows, like people with spammable Qs! Oh wait, but the spammable Q people tend to have 35%. Whoa! Plus, you're the AP, gap closers are much more likely to use their gap closing on your AD carry; if they waste it on you... well...
