Yes but only for the duration of his ultimate.
And that's exactly why he is such a good offtank and roamer, since he doesn't have to be afraid to take a lot of damage when he ganks. Of course he is a tank for the duration, but unless he builds tanky items, you can't really consider him a tank. I just faced one and I did a lot of damage on him with tank Galio when he hadn't ult on.

I build him as a off tank and build what the team needs, his base damage is fairly high, and ratio's are decent enough that you only need 1-2 AP items if any at all.
